CDM and Designer's

Post by safetynut »

Often times you hear that designers don’t know or understand their health and safety responsibilities when it comes to preparing their designs.

Since the introduction of CDM 2007 and the competence criteria these bring Im interested to hear whether these regulations

1) encourage designers to develop their health and safety knowledge.
2) Influenced designer’s way of thinking toward their design outcomes.

The Regulations certainly encourage designers to develop their H&S knowledge, more pertinent is your question 2.

The CDM-C's effectiveness in encouraging designers to think about H&S issues may be a telling point in this.

As a Registered CDM-C and a Chartered Architectural Technologist I feel that not a great deal of change has occurred with designers - yet.

A large part of this inertia is because (in many cases, justifiably so) design professionals believe they sub-consciously take H&S into account in their design process and see no reason to give greater emphasis to this 'unglamorous' aspect at the early stages of the design.

This problem is not helped when the building press publish guidance from senior members of the professional institutes refering to a CDM Project as being of 30 days etc. They haven't grasped the simple fact that all construction projects are CDM Projects as far as designers are concerned.

We've got a long haul ahead.

In CDM 2007 the criteria for the notification of a demolition project is the same as for any project Ie
i) if the project is expected to last more than 30 days, or ii) if the project is expected to involve work of more than 500 person days.

The question was included in this form in order to test whether knowledge has been updated from that which applied to CDM1994, where demolition projects were treated differently, in that all demolition projects were notifiable. It is our experience that whilst designers invariably have knowledge of CDM generally, some are not aware of the changes brought in by CDM2007.

This particular change to CDM2007 was controversial at the time, do you, or any of our contributors, have any views or experiences to share, now that the change has been operative for nearly two years?
