Design solution for roosting pigeons

here is the Senario
Plant on roof surrounded by 4 sides with the roof open and has high potential for pigeons to roost in and around the equipment - an on going maintenance issue for cleaning pigoen walla, removing dead pigeons etc unless measures can be designed in to prevent the problem.
explored options
In situ Hawk - effective for a while but pigeons are clever apparently and recognise the hawk is not real and wave as they land.
Netting - effective but maintenance problem when a pigeon gets trapped also leaves etc rest on netting preventing a further problem.
Roof has to remain open for ventillation etc. so can't be enclosed so i was wondering if any of you guys have been faced with this issue and have any design solutions in mind.
