Which is more important, steel column or position of pipe valve?

Have you come across any examples of poor thought in design?

This is an excellent example of bad practice.
After seeing this submission I spotted a very similar situation whereby
a section of steelwork had been cut away to allow a cable tray containing large cables to pass through it.
I probably would not have noticed it had I not seen this submission on the dbp web site.
